Abstract

Public procurement is a large market affecting almost every organisation and individual. Governments need to ensure efficiency, transparency, and accountability, while creating healthy, competitive, and vibrant economies. In this context, we built a platform, consisting of a set of modular APIs and ontologies to publish, curate, integrate, analyse, and visualise an EU-wide, cross-border, and cross-lingual procurement knowledge graph. We developed end-user tools on top of the knowledge graph for anomaly detection and cross-lingual document search. This paper describes our experiences and challenges faced in creating such a platform and knowledge graph and demonstrates the usefulness of Semantic Web technologies for enhancing public procurement.

Impact and social visibility

From the perspective of influence or social adoption, and based on metrics associated with mentions and interactions provided by agencies specializing in calculating the so-called "Alternative or Social Metrics," we can highlight as of 2026-04-01:

  • The use, from an academic perspective evidenced by the Altmetric agency indicator referring to aggregations made by the personal bibliographic manager Mendeley, gives us a total of: 27.
  • The use of this contribution in bookmarks, code forks, additions to favorite lists for recurrent reading, as well as general views, indicates that someone is using the publication as a basis for their current work. This may be a notable indicator of future more formal and academic citations. This claim is supported by the result of the "Capture" indicator, which yields a total of: 26 (PlumX).

With a more dissemination-oriented intent and targeting more general audiences, we can observe other more global scores such as:

  • The Total Score from Altmetric: 41.
  • The number of mentions on Wikipedia: 9 (Altmetric).
