Selection of mobile payment systems for the bottom of the pyramid: methodology and application to the payment of energy provision in Ngabe-Bugle

Abstract

Financial inclusion remains a significant challenge, particularly in developing countries and among low-income populations. Mobile payments present a potential solution by offering affordable and secure financial services. This study investigates the selection of mobile payment technologies for the bottom-of-the-pyramid population and introduces a methodology tailored to their specific needs. The proposed approach includes a detailed analysis of user characteristics, geographic constraints, and a hierarchy of selection criteria. These criteria consist of three main decision elements-user base, technical features, and economic costs-along with five technical sub-elements: ease of integration, scalability, real-time operation capabilities, security, and provider trustworthiness. The methodology's practical application is demonstrated through a case study in Panama's Ngabe-Bugle region, where mobile payments are being considered for energy provision services. The case study employs the analytic hierarchy process to prioritize criteria using responses from four different stakeholder groups. The findings highlight that while economic factors are critical, the size of the user base and technical aspects, such as solution scalability, also influence decision-making.

Los objetivos perseguidos en esta aportación son analizar la inclusión financiera en poblaciones de bajos ingresos, evaluar las características de los usuarios y las limitaciones geográficas para la selección de sistemas de pago móvil, desarrollar una metodología basada en criterios jerarquizados que consideren la base de usuarios, características técnicas y costos económicos, aplicar dicha metodología mediante un estudio de caso en la región Ngabe-Bugle de Panamá, y priorizar los criterios de selección utilizando el proceso jerárquico analítico con la participación de distintos grupos de interés.

Most relevant results

El estudio presenta una metodología para seleccionar sistemas de pago móvil adaptados a poblaciones de bajos ingresos, con aplicación en la provisión de energía en Ngabe-Bugle, Panamá. Los resultados más relevantes son: (1) se identificaron tres elementos decisivos: base de usuarios, características técnicas y costos económicos; (2) se definieron cinco sub-elementos técnicos: facilidad de integración, escalabilidad, operación en tiempo real, seguridad y confianza del proveedor; (3) mediante el proceso jerárquico analítico, se priorizaron criterios a partir de las respuestas de cuatro grupos de interés; (4) se evidenció que, además de los factores económicos, la base de usuarios y la escalabilidad técnica son determinantes en la toma de decisiones para la implementación de pagos móviles.
