Abstract

Between 1975 and 2025, between the end of the dictatorship and present times, the municipality of Madrid has experienced an intense urban transformation in which the population on the two extreme dates of the interval has barely changed, over three million inhabitants. In between, the drafting and approval of two Structural Plans (PGOU 1985 and 1997) have contributed to reconfiguring the city. Nevertheless, the article maintains that a large part of this transformation has been made possible by extraordinary actions not foreseen, at least entirely, in these planning documents.
